    Unfortunately, what I've heard is, sure, you can beat the EPA in court, but that doesn't stop them. If the court gives the EPA new authority, it uses it. If the court attempts to hem in its regulatory authority, they ignore it. They just do what they were going to do anyway. Same with the Dept. of Interior. The net effect is the courts can only increase regulatory action. It's going to take legislative action to stop them.
