New, private data will inform Boulder’s plan to separate from Xcel – Boulder Daily Camera

Xcel Energy on Thursday provided Boulder with data about its electric distribution system to which the city has not had access to this point, and that will largely inform how — and whether — Boulder proceeds in its attempt to form a municipal utility. (emphasis added)

I believe “how,” I absolutely don’t believe “whether.”  It’s a done deal, end of story.
