Pre-teen drinking…

On the other hand, the Boulder Daily Camera reports today:

One of every five high school students in the district said they consumed alcohol before age 13, according to the 2007 Youth Risk Behavior Survey given to random classrooms at the district’s 12 high schools in November.

That 20 percent of students — who said their pre-teen drinking was more than a few sips and wasn’t for religious purposes — is down slightly from two years ago.

I guess the fact that pre-teen drinking has declined slightly is great, but the absolute numbers ARE horrifying. The quesiton is what is the governments role in this problem and what is the parents role?
