He’s talking a “fiscal” trainwreck. This interview is discussing where the money will come from if the medical device tax is repealed.
With his final conclusiong being that it will lead to a Canadian type health care system.

I like that last question from the host, “Was that the plan all along?” Yes, it was. This is what Rep. David Obey hinted at when he said that Obamacare “isn’t what we wanted. It’s a starter home on the way to universal health care.” The Democrats put forward the “public option,” which was designed to fail, but that didn’t fly, so they went with this, which was also meant to fail.
The “public option” was designed to create the semblance of competition in the insurance industry, while it would’ve allowed the gov’t to strangle the private insurance market with subsidized costs in the public plan, and taxes and regulations imposed on the private sector. The idea was eventually the private health insurance market would go extinct, leaving only the public plan standing.
Obamacare’s failure will allow the Democrats to say, “Look. We tried providing the benefits you wanted working with private insurance. It doesn’t work. We need to go to single-payor.”
Well, that WAS sort of a teaser wasn’t it?
